This is Charred Husk, the car we get when a car breaks down in The Simpsons Hit And Run.
In the original game it is very slooow. I tried to recreate the parameters of The Simpsons Hit And Run but it's a little faster.
The model and textures are the originals, created by Radical Entertainment.
It's the perfect Carnage Mode car because the skin changes color. To play him in Carnage mode, you can do it with Joker Cheat and select the car.
